SPS To Build Environmental Compliance And Enforcement System For The State Of Texas
Arlington, VA, September 27, 2000 – Software Performance Systems, Inc. (SPS) announced that it has been selected by the Texas Natural Resource Conservation Commission (TNRCC) to build the Consolidated Compliance and Enforcement Data System (CCEDS). CCEDS will consolidate a number of existing TNRCC databases that support the commission’s compliance and enforcement business processes and will provide data extracts for the Environmental Protection Agency (EPA). The 12-month contract award is valued at approximately $2.5 million.
SPS has extensive experience in web application development and successfully employing Component-Based Development (CBD) techniques. For the CCEDS project, SPS will produce components that can be reused within all other TNRCC enterprise systems and will incorporate existing TNRCC components. SPS is internationally recognized for its CBD expertise, particularly using COOL:Gen, a full life cycle development tool. SPS also has applied CBD methodologies using the Rational Unified Process on a number of applications that were developed in a variety of languages including Java and Visual Basic.

SPS has documented case studies showing approximately $1M savings with the reuse of one component among three projects within a single organization. State and local government agencies and ultimately taxpayers can benefit through savings realized from a high degree of component reuse.
