SPS To Support U.S. Patent and Trademark Office Through
System Development and Integration Contract
Falls Church, VA, April 2005 – The U.S. Patent and
Trademark Office (USPTO) awarded one of the two Systems Development and
Integration (SDI) contracts to SPS's Prime contractor partner, Raytheon
Technical Services Company LLC (RTSC). RTSC announced the USPTO SDI contract
award on February 21, 2005, stating that the contract has a potential value of
up to $251 million. SPS and the Raytheon RTSC, a component of Raytheon
Information Systems (RIS), established a partnership in 2004, to pursue the SDI
work. Joanie Barr, SPS Vice President of the Software Solutions Division

effort, but also established a trust relationship and effective collaboration
that will continue for years to come and ultimately result in better service to
our USPTO customer.”
Under the SDI contract, SPS will continue its ten years of service to the USPTO,
where much of its early work was as a prime contractor under a GSA Schedule 70
contract. Past SPS work at USPTO involved designing and developing the primary
revenue accounting system, migrating and re-architecting the USPTO's legacy
Patent Application Location and Monitoring (PALM) system, and supporting
electronic patent application filing and processing, as well as other patent
and trademark application processing systems for USPTO. This experience will be
beneficial to meeting current and future USPTO enterprise development and
integration needs under the SDI contract. Mr. Greg Dorsett, SPS President

our long-term USPTO customer through the SDI contract for up to 8 more years.

Under the performance-based SDI contract, Team Raytheon will provide a wide
variety of systems engineering support services, ranging from systems analysis
and design, to operations, and program and project management activities. SPS
team members will be part of integrated work teams formed from all Raytheon SDI
partners to provide the most qualified and capable support to the USPTO for
each SDI task order.
SPS is already supporting several programs under the Raytheon SDI Contract. SPS
primarily provides services for the Patent Application Location and Monitoring
(PALM) Maintenance and Enhancement tasks, which support the following systems:
PALM Pre-Exam, PALM Infrastructure, PALM File Ordering System (FOS), PALM
Examination / Post Examination (EXPO), and the PALM Patent Cooperation Treaty
Operations (PCT OPS - formerly called POWER) system. We also provide support
for the Patent Application Services and Security (PASS) System, the Trademark
Trial and Appeal Board Information System (TTABIS), and the Classification Data
System (CDS). SPS provides information standards support, including XML and PDF
expertise, under the Architecture, Engineering, and Technical Services (AETS)
Information Standards task, as well as support for USPTO Data Modeling and Data
Standardization and a number of short term studies awarded to Team Raytheon,
including a study supporting USPTO Unified E-Government initiatives.
