SPS-Developed RAM System Wins Government Agency Award
For Excellence In IT

Arlington, VA, November 20, 2001 – Software Performance Systems, Inc. (SPS) announced that the USPTO Office of Finance has received a Government IT Agency Award for its Revenue Accounting and Management (RAM) system.  The award was presented at the Post Newsweek Government Awards Gala on October 24, 2001.  SPS developed RAM for the USPTO, and since the system's initial release in 1997, SPS has continually enhanced it to become an award-winning, state-of-the-art, web-based system.

RAM provides subsidiary ledger accounting for all revenue collection and deposit account operations for USPTO fee processing.  Revenues collected by RAM during 2000 amounted to approximately $1 billion.  RAM provides highly-secure, automated support and controls for the decentralized processing of: (1) all fees collected for products and services provided by the Patent and Trademark Office, (2) debits and credits to customer deposit accounts, and (3) refunds.  RAM maintains detailed information for these activities and updates the core financial system on a daily basis through a bi-directional automated interface.

RAM enables customers worldwide to pay patent maintenance fees and replenish deposit accounts using a credit card.  Users may also apply for trademarks electronically, pay application fees online, and purchase patent and trademark documents and information online.  SPS made this possible by integrating two USPTO web storefront systems for collecting payments over the Internet, with features such as credit card authorization and the posting of sale and payment information to a financial database.  In 1999, 22,355 transactions were processed over the Internet via these storefronts; this number exceeded 60,000 in GFY00.

Mike Dorsett, SPS Vice President of the Financial Solutions Division, has been heading the RAM system's successful development and implementation effort since its onset.  He was instrumental in the nomination of the Office of Finance for this award.  "This award further solidifies our innovative and responsive development of IT solutions for the Federal Government,” states Mr. Dorsett, adding that the automation of the fee collection process has achieved improved customer service and significant savings in office operations.
