SPS Wins Five-Year Contract with NOAA's
Office of Coast Survey, Marine Chart Division
Falls Church, VA, December 6, 2004 – Software Performance Systems, Inc. (SPS) announced today that it was selected as the winner of a five-year contract for NOAA’s Marine Chart Division (MCD) for “Integration and Operation of the National Nautical Charting System”. The five-year contract is valued in excess of $9.4 million over the performance period; optional IT services tasks may increase the total revenue by another $2 million.
The Marine Chart Division (an organization within NOAA’s National Ocean Service, Office of Coast Survey) manages the national database of nautical charting and marine mapping information, the aggregation of information from external sources for database maintenance and the production of charting products. MCD acquires and manages all mapping and charting data used in the compilation of nautical charts. The Division promotes, directs and monitors the transition from traditional charting technologies to a more fully digital operation.

Producing the nation’s nautical charts requires processing literally billions of pieces of information gathered from the United States Exclusive Economic Zone, which measures over 11,000,000 square kilometers. In essence, we will deliver a sophisticated electronic content management solution accessed and controlled by a single user front-end. When deployed, NOAA anticipates the single system to have an operational life of up to 15 years, and will be a model for other nations’ hydrographic offices. We are very pleased to serve as the strategic technical partner for the Office of Coast Survey.”
One of the long-range goals of MCD is to store its vast array of charting information in a single, comprehensive system to be used by NOAA cartographers and hydrographers. The contract calls for SPS to replace disparate charting systems that have been acquired over many years from several vendors with a single system. The single system will be capable of producing both Electronic Navigational Charts (ENCs) in the International Hydrographic Organization (IHO) S-57 format, and also Raster outputs for printing paper charts.
