SPS Wins Prestigious Contract from the Maryland Motor Vehicle
Administration
Falls Church, VA, October 1, 2006 – Software Performance Systems, Inc. (SPS)
announced today that they were awarded a contract by the Maryland Department of Transportation
(MDOT), Motor Vehicle Administration (MVA) to concurrently support all planning tasks
associated with implementation of the Real ID Act (Real ID) and the Titling and Registration
Information System (TARIS 2).
This contract was competed and awarded as a Task Order Request for Proposals (TORFP) under
the Maryland Consulting and Technical Services (CATS) contract. The CATS Master Contract,
awarded to SPS earlier this year, is the primary contract vehicle for Maryland State Agencies
for their IT projects.
The period of performance for this project is twenty (20) months, and the project kick-off
was formally conducted by SPS on the 29th of September 2006 at the MDOT Headquarters in
Hanover, MD.
This contract will be executed as two separate projects for Real ID and TARIS 2, which
represents the two primary Line-Of-Businesses (Driver Services and Vehicle Services) for the
MVA. These two projects will be executed by two separate teams, functioning as an integrated
SPS team under a Program Management Office (PMO), which has been setup to manage the
coordination and communication between both teams.
Under this contract, SPS will identify requirements, perform business process analysis,
present implementation alternatives, perform an impact analysis, and prepare solicitation
documents required for the development and implementation for both Real ID and TARIS 2.
President Bush signed the Real ID Act (PL 109-13) into law on May 11, 2005, due to growing
concerns over the ability to safely identify temporary and permanent residents in the country.
Because state-issued driver's licenses have become a widely accepted form of identification,
the Act instructs all states to comply with specific issuing standards defined by the
Department of Homeland Security (DHS). If states do not come into compliance by May 11,
2008, Federal agencies and airlines will be prohibited from accepting driver's licenses or
identification cards issued by the State for airline boarding, access, and other
identification purposes.

Our partners on this contract are RESI, a research and consulting wing of Towson University,
and Software Consortium, a Maryland Minority Business Enterprise (MBE) firm. Both of our
partners have prior experience with Maryland's MVA.
