SPS-Developed Claims Processing System Selected as
2002 Excellence.gov Finalist
Arlington, VA, July 11, 2002 – Software Performance
Systems, Inc. (SPS) has announced that the Claims Processing System (CPS)
developed for the US Coast Guard (USCG) National Pollution Funds Center (NPFC)
was selected a finalist for the prestigious 2002 Excellence.gov Award earlier
this year. CPS was one of the government program finalists selected from
more than 125 entries for the excellence it has demonstrated in E-Government
innovation.
A panel of judges representing both government and industry selected the
finalists based on the extent of a project's impact, how that project saved
resources or increased productivity, its ability to simplify and/or unify
processes, and repeatability for other government agencies. The announcement
was made by the Industry Advisory Council (IAC) and the Federal CIO Council.
The NPFC has fiduciary responsibility for the Oil Spill Liability Trust Fund
(OSLTF) and the portion of the Superfund that the US Coast Guard uses to
respond to hazardous material releases in US Coastal Zones. In accordance with
the Oil Pollution Act of 1990 (OPA) and other pertinent laws and regulations,
the NPFC executes programs to accomplish five principal objectives, including
adjudicating claims for uncompensated removal costs from the discharge of oil
or the substantial threat of discharge of oil into US waters. The Claims
Processing System (CPS) provides full life-cycle claims adjudication with
integrated workflow and document management.

CPS is a three-layer web-based Intranet application built using the Microsoft
standard Distributed Network Architecture (DNA) and Component-based Development
(CBD). The three layers consist of a database layer using the Oracle
RDBMS, a web services layer using Microsoft IIS with Active Server Pages, as
well as custom-built Visual Basic business components, and a presentation layer
with HTML/DHTML, XML, and VB Script. Communication between the presentation
layer and the web services layer is accomplished using XML, providing a rich
user interface and integration with Microsoft Office desktop tools. As a
participant in the Microsoft TechNet series, SPS presented a "sold
out" three-hour technical presentation of the CPS architecture.
