SPS Wins Five-Year Contract Extension with the Bureau of Industry and Security

Arlington, VA, October 29, 2002 – Software Performance Systems, Inc. (SPS) announced today that it was selected as the winner of a five-year contract for the Bureau of Industry and Security (BIS), formerly the Bureau of Export Administration (BXA).  The contract is valued in excess of $15 million over the performance period, with tasks consisting of enterprise software development, enterprise architecture, IT security, operations and maintenance, and special projects.

The BIS Office of the Chief Information Officer (OCIO/BIS) is responsible for providing automated support for BIS activities that include:

  • Regulating the export of sensitive goods and technologies;
  • Enforcing export control, anti-boycott, and public safety laws;
  • Cooperating with and assisting other countries on export control and strategic trade issues;
  • Assisting U.S. industry to comply with international arms control agreements;
  • Monitoring the viability of the U.S. defense industrial base; and
  • Promoting federal initiatives and public-private partnerships across industry sectors to protect the nation's critical infrastructures.

The OCIO/BIS seeks to replace its existing Export Control Automated Support System (ECASS) with a web-based ECASS 2000+ able to support core/mission critical activities relative to export licensing and enforcement.  The new system will incorporate existing functionality of the legacy system, and handle all aspects of licensing and enforcement.  OCIO/BIS contracted SPS to maintain design integrity while coordinating legacy replacement and data migration in a web-based development environment.  SPS will assist in managing a continuous risk management program, and provide a Software Engineering Institute Software Acquisition Capability Maturity Model (SEI SA-CMM) Level 2 and higher software engineering framework for all software modules developed.  SPS will also provide expertise in enterprise architecture planning and processes, information technology security and the operations and maintenance of all software developed for the ECASS 2000+ system.

SPS's contract with BIS comes under the COMMITS (Commerce Information Technology Solutions) procurement program that exclusively sets aside an information technology multiple contract award for small businesses.  SPS was selected among four other competitors.

  • Using true component-based development, using J2EE;
  • Applying the Rational Unified Process (RUP) methodology, which is a risk-driven iterative approach, emphasizing front-end stakeholder requirements elicitation and validation, and using the full Rational tool suite;
  • Producing an enterprise architecture framework to integrate the development, infrastructure, data, and operations of BIS; and
  • Developing multiple approaches to enterprise security, including application level security, COOP, BIS policies and procedures, training, auditing, and testing.

The scope of this multi-year effort is complex.  We began by designing, building and testing a J2EE system architecture.  We have created a robust, stable platform from which to integrate custom-built, COTS, or GOTS applications into the overall system through multiple iterations.  We are looking forward to our continued successful partnership with BIS over the next five years.”
